摘要
技术能力是技术创新的基础。20世纪80年代国内外兴起了国家技术能力研究。系统梳理了几十年来国内外学者的主要研究成果,归纳出演化经济学、战略管理、技术创新、组织学习、制度经济学等研究视角,并介绍了其主要内容,总结了该理论在研究对象、技术能力来源、技术能力形成的影响因素等方面的发展状况。分析了国家技术能力理论现有不足之处,如研究视角有待进一步开拓,其内涵缺少动态性特点界定,缺少微观制度因素对其形成的影响分析等,上述不足也是国家技术能力理论未来研究的发展方向。
Technological capability is the foundation on which the technology innovation is possible. In the 1980s, the studies on national technology capability and innovation were started at home and abroad. In this respect, the main achievements in recent decades are surveyed systematically in view of evolving economics, strategic management, technology innovation, organization studies and institutional economics, with their contents briefly described. The developmental trends for the influencing factors on the objects to study, sources of technology capacity and formation of technology capacity are summarized. Analyzed the shortcomings in current theoretical studies on national technological capability, such as taking narrow fields and lack of definition of dynamic characteristics in connotation and of the analysis of influencing factors on microsystems. The shortcomings just point out the future studying direction in which the theoretical studies on national technological capability will go ahead.
