The Political Foundation of Harmonious Society: Discussion on Political Justice

构建社会主义和谐社会已成为中国社会取得共识的远景目标和战略选择,更是加强党的执政能力建设的重要内容。一个和谐的社会必须是一个正义的社会,而一个正义的社会是一个系统,在其中,政治正义成为和谐社会的政治基础。政治正义应包括实质的正义和程序的正义两方面,前者指政治制度本身应该体现两个价值目标,即给予公民平等的基本权利,同时要使经济发展的成果能够分流到大众手中;后者指公共权力的行使要符合正义。为了防止公共权力的滥用,必须要加强法治建设和民主建设,通过立法、司法和群众的监督制约公共权力的运行。

Discusses the foundation of a harmonious society from the angle of political justice, since constructing socialistic a harmonious society has become a consensus of Chinese people as their willing prospects and strategic selection and especially, what must be strengthened for the capability of the ruling party who is responsible for administering the whole country. A harmonious society is of course a just society that is actually a big system where the political justice becomes the political foundation. The political justice involves both the substantial justice and procedural justice. The former refers to that the political system itself that should embody two goals of values, i.e. , to keep citizens＇ equal rights and to provide them the right to share the fruits resulting from economic development. The latter means that the execution of public power should be in line with justice. To prevent the public power from abuse, it is necessary to strengthen the construction of law and order and that of democracy. The execution of public power should be constrained and supervised by legislation, judicature and public opinion.
