摘要
信访制度承载着公民政治参与、民意表达、纠纷化解、权利救济以及维护稳定的重要功能,充当着社会"安全阀"的角色。基层信访部门要在信访事项解在萌芽、止于初始中发挥突出作用。一是建立完善信访工作责任机制、信访工作督查机制、责任追究和善后处理机制。二是必须坚持迎来送往要热心、疏导说服要耐心、办理来信来访要诚心。三是信访工作与保持员工队伍稳定相结合、信访部门与各级组织相结合、信访工作与加强法制建设、思想教育相结合。
Public access system is the carrier of citizen political participation, public opinion expression, dispute settlement, right relief and stability safeguard and so it is the "safety valve" of society. Public access offices must play when the complaints are in the bud and solved in the beginning. The author presents three pieces of advice. Firstly, establish and perfect responsibility mechanism, supervision mechanism and the mechanism of ascertaining responsibility and handling the remaining problems for public access work. Secondly, keep meeting and sending off warmly, keep guiding and persuading patiently, and keep dealing with correspondences and visits honestly. Thirdly, Combine public access work with employee stability, combine public access offices with organizations at different levels, and combine public access work with strengthening legal construction and ideological education.
