江苏海洋开发绿色发展战略研究

Ocean Development and Green Development Strategy in Jiangsu Province

江苏拥有滩涂与辐射沙洲和浅海资源、较丰富的海洋生物资源、港航资源、海洋旅游资源等特色海洋资源,十多年来海洋开发颇有进展,但其进一步加快推进和持续稳健发展受到资源约束和生态环境约束两大瓶颈制约。突破瓶颈、实现江苏海洋经济的快速发展,应实施特色海洋经济绿色发展战略,一要发展滩涂与辐射沙洲养殖产业群等特色海洋产业,二要实施可持续发展战略,三要优化海洋开发运作机制。

Jiangsu owns beaches, radiating sand banks and shallow ocean resources have characteristic resources in abundant marine life, harbor and navigation and ocean tourism. In recent years ocean development is getting alone well, but the further pushing forward and sustainable development is limited by the two bottlenecks of resources and ecological environment. To break through the control and to realize rapid growth of Jiangsu economy, the green development strategy of ocean economy should be implemented. First, develop the characteristic industry such as aquatics-breeding industry on beach and radiating sand banks. Second, put into practice the sustainable development strategy, and third to optimize the operation mechanism of ocean development.
