反腐倡廉的核心问题就是规范权力运行,防止权力腐败。对权力运行实施全方位、全过程监督非常重要,但至今仍是一个远未解决的重大难题。当前预防权力腐败的主要难题,一是难以实现权力运行主体同权力所有主体的良性互动;二是难以合理规范可操作的各种"自由裁量权"的幅度;三是难以有效预防权力"辐射性"腐败;四是难以及时发现和查处"期权腐败";五是难以阻止和杜绝"亚腐败"的蔓延。

At present, the main difficulty of anti-corruption, the first, is to realize the positive interaction between power operational subject and all power subject; the second, is difficult to standardize the operational range of all kinds of ＂discretion＂; the third, is difficult to effectively prevent radioactive corruption of power; the fourth, is difficult to detect and deal with ＂corrupt option＂ in time; the fifth, is difficult to prevent and put and end to the spread of ＂sub-corruption＂.
