试论福建省财政保障农村义务教育问题

On the Problem of Financial Security of Compulsory Education in Rural Areas in Fujian Province

福建省在财政保障农村义务教育发展方面仍存在一些问题。要使福建省农村义务教育财政方面得到切实的保障,必须从制度方面入手,建立一个完善的绩效管理机制,改革义务教育转移支付模式,利用"低困家庭救助基金"、"教育券"等多元化工具,提高教育经费利用效率,提高农村义务教育产出水平。

There are still some problems in financially ensuring the development of compulsory education in rural areas in Fujian province. To ensure the compulsory education in rural areas in Fujian province financially, we must establish a perfect performance management mechanism, reform the transfer payment model of compulsory education, use such multi-tools as ＂low trapped family relief fund＂, ＂school vouchers＂ to improve the efficiency of utilization of education spending, advance the level of output of compulsory education in rural areas started from institutions.
