技术性贸易壁垒成因的理论探讨

Probe into Cause of Technical Barriers to Trade

本文通过对技术性贸易壁垒的性质划分,从主观因素、客观因素及外部国际环境等不同角度对技术性贸易壁垒的成因进行了分析,指出一项技术性贸易措施的出台除了各国经济技术水平的客观差异外,消除贸易外部性、信息不完全、政府出于经济利益保护本国市场及外部国际环境等均为技术性贸易壁垒形成的诱因。这一探讨为技术性贸易壁垒风险辨识研究奠定了理论基础。

Through the partition of the nature of Technical Barriers to Trade, the causes of its formation are analyzed in this paper from different point of view such as subjective factors, objective factors and external international environment. In addition to the objective differences of economics and technology, elimination of external trade, incomplete information, and protection of national market for economic interests and external international environment are the causes of Technical Barriers to Trade. The discussion lays a theoretical foundation to identify the risk of Technical Barriers to Trade.
