转换居民的社区参与方式,提升居民的自组织参与能力——城市社区自组织能力建设路径研究

Change the Mode and Enhance the Capability:A Study of the Self-Organizing Capacity in Urban Community

可以依据是否具有自主性将居民的社区参与划分为他组织参与和自组织参与两种方式(或类型)。随着居民自治的推进,自组织的居民参与方式已呈现出发展的生机。但目前居民的自组织参与还主要局限于社会空间相对较小的社区民间组织、业主组织以及地域空间较小、人数较少的居民楼栋单元或院落,公共性程度还不够高,这就需要实现居民社区参与方式由他组织为主导向自组织为基础的整体转换。文章就此提出若干对策建议:创新社区参与的体制环境;拓展居民自组织参与社区事务的范围,实现由情趣性活动为主的浅层次参与向以居民自治为核心的深度参与推进;健全社区组织,为居民自组织参与社区公共事务和公共生活提供有效载体;探索网络时代社区公众自组织参与社区公共事务的新途径。

According to the independence of residents＇ community participation, the community partici- pation mode can be divided into heter-organizing type and self-organizing type. As the citizen autonomous projects proceed, self-organizing participation has taken on a new look. But at present, the residents＇ community participation has limited social space, and low publicity. It suggests the community participation mode be transformed from the heter-organizing type to the self-organizing one. This paper disousses these issues and puts forward several countermeasures.
