摘要
介绍了基于风险的安全性评估方法基本原理以及电力系统运行中所受扰动的概率模型。从风险的角度将电力系统受到大扰动后的暂态安全风险划分为暂态失稳风险和暂态稳定风险2个方面,建立了市场条件下系统暂态失稳和稳定给发电方、输电方以及用户造成损失的后果模型,并从发电方、输电方、用户以及整个系统4个方面提出了暂态安全风险指标。在此基础上将系统中的故障和继电保护不正确动作看作系统的风险,提出了一种计算线路发生故障,考虑主保护拒动远后备保护动作切除故障的电力系统暂态安全风险指标的方法。结合WSCC-9系统,说明了该方法的应用。
This paper presents basic principles of the security risk assessment as well as the probability models of disturbance in power system operation. From the risk perspective, transient security risk after a large disturbance is classified into two aspects, which are transient instability risk and transient stability risk. In addition, the consequence models of loss and transient security risk indices respectively to power plant, Grid Company and customers, which are caused by the system transient instability and stability, are established. Because relay protection misoperation is one of the most severe security risk of power system, this paper also proposes a method for calculating the risk indices when the main protection unavailable and the distance protection cuts off the faulted line. The method is tested on the WSCC-9 system.
