对青海“生态立省”发展战略的思考

Consideration on the Development Strategy of Maintaining the Province by Ecological Conservation in Qinghai

青海“生态立省”战略的实施是保护与建设高原生态系统的重要举措,不仅关系到高原的经济社会可持续发展,更关系到全国的生态安全。通过对“生态立省”内涵的认识,提出了生态立法、生态保护、生态建设、生态经济和生态文化具体做法和建议。

Ecology and environment in Qinghai province play a significant role in climate, environment, ecology, resources and economy of China, Asia and even throughout the whole world. The implementation of the strategy of maintaining the province by relying on ecological conservation in Qinghai province is important in protecting and constructing ecological system of the plateau. It is concerned with the plateau＇s economic and social sustainable development and the further national ecological security. With the acknowledgment of the substance of the maintaining the province by relying on ecological conservation in Qinghai province, this paper proposes special measurements and suggestions in ecological legislation, protection, construction and economy and culture.
