摘要
从保障公民文化权益的必要性和紧迫性入手,分析了公共图书馆在此方面的地位与作用,提出了构建图书馆服务网络体系的方法和途径。
Starting from the necessity and urgency of guaranteeing the cultural rights and benefits of the citizens, this paper analyzes the status and functions of public library, and advances some ways for establishing the library service network system.
