把企业技术创新的内阻力因素归并为Ｒ＆Ｄ费用、风险和“惯性”３种因素，在此基础上建立企业技术创新的内阻力模型，并在模型上对３种因素作用的方式和程度讨论．接着对企业技术创新的外力进行分析．外力分析主要集中在市场环境、政策法律环境和技术环境３方方面．

The factors of internal resisitance to technological innovation in enterprises are grouped under three heads: R & D, risk and “inertia”.Based on this viewpoint ,the model of internal resistance to technological innovation in enterprises is structured, and the form and the effect of the three factors are discussed using the model. Then the external force on technological innovation in enterprises is analysed with the focus on the market environment, policy and law environment, and technological enviroment.
