摘要
全员聘用制作为一项基本的用人制度已经在事业单位中实施,文章针对农业科研单位实施全员聘用制的现状,分析了在实施过程中呈现的因人设岗、急功近利、人才流失、合同虚化以及未聘人员安置等新问题,并从提高认识、逐步推进、加强调研、健全制度等方面提出解决对策。
As a basic recruitment institution, the contract--based employment has been implemented in the research institutes. In the context of current contract--based employment, the paper analyzed the new issues arisen in the recruitment process including creating a specific position for a staff, seeking short--term benefits, brain drain, vague contract, as well as the resettlement of staffs who haven't been contracted. The paper also proposed solution in the aspects of awareness--raising, phase--by--phase implementation, survey and improve the systems, etc.
