Legal Measures for Labor Source Utilization and Protection in Western Regions

在我国整个国民经济体系中,区域经济发挥着举足轻重的作用。我国区域经济按地理位置划分为三个层次,分别是:东部沿海经济区、内陆经济区、西部经济区。这三大经济体系有自身的发展特点,同时也相互协调促进。但就其经济规模来看,西部经济区与其它经济区相比有着明显的差距。其原因之一,是当地劳动力资源未能充分合理的利用和保护,导致大批人才流失。应该根据西部地区特点实施切实可行的劳动力资源保护的法律举措。

Regional economy plays an important role in the economy as a whole. Geographically, China＇s economy is divided into three levels： east coast economic region, inland economic region and western economic region. The three regions have their own developing features and coordinate with each other. However, compared with the other two economic regions, western economic region falls behind in terms of economic scale. One of the major reasons lies in the fact that the labor source has not been properly used and protected, which results in the lose of talented labors. This paper analyzes the issues of labor source utilization and protection and puts forward some feasible legal measures to protect labor source in western region.
