摘要
构建"和谐青岛"关注民生,需要切实解决好民营企业劳资关系现存的问题。在当前资方主导劳动力市场背景下,青岛市民营企业劳资关系呈现合作与冲突并存的特征。从冲突侧面看,劳资关系表现为诸多不和谐的矛盾和摩擦,在餐饮业、装潢业、装修业、汽车维修业、洗浴歌厅娱乐等服务业,以及服装加工、食品加工、制鞋业等劳动密集性行业的中小型民营企业的劳资关系尤为紧张。形成矛盾的原因是多方面的,针对这些原因可采取以下措施:探索创建政府主导劳动力市场的新模式,强化制度建设和制度约束,明确政府对企业职工的责任,深化工会体制改革,创新工会建设思路,加大劳动监察力度,完善劳动执法监察机制。
To build a harmonious Qingdao and care for people's livelihood, we need to earnestly solve the problems existing in the labor-and-capital relationship in private enterprises. These problems are especially common in catering industries and labor-intensive businesses. In view of this, some counter-measures are proposed such as a new model of labor market dominated by the government, enhancing institutional construction and restriction, specifying the government's responsibility for the enterprise employees, deepening the trade union system reform, setting up new ways of establishing trade unions, strengthening labor supervision and perfecting the supervising mechanism of labor law enforcement.
