摘要
在详细分析职称评定制度诸多弊端的基础上,介绍了各国专业技术职务管理的共同特征,指出了我国专业技术职称制度的根本出路——建立岗位资格评审制度,实行评聘分开。内容包括任期、岗位聘任条件、岗位任期内应完成的工作和应达到的学术水平、聘任办法及岗位聘任后的待遇。
For improvement of the post and appointment system, a series of standards need to be formulated regularly in terms of what the respective levels of professionals could reasonably be expected to perform vocationally and academically; the assessment and appointment methodology and mechanism should be creatively improved so as to adapt dynamically to evolving and far reaching technological characteristics, greater job complexity, and interdisciplinary relations in professionals' work; and professionals' grading can be separated from appointment so that resources including equipments, supplies, and funds are disposed flexibly and appropriately, with traditional notions of following seniority giving way to the concepts of 'team' and 'networking'.
