河南省知识产权经济发展的对策与思路

The Countermeasures and Thinking on Developing Intellectual Property Economy in Henan Province

知识产权已经成为促进国家和地区经济增长的战略性经济资源。针对河南省知识产权经济发展的现状及瓶颈因素,应从强化知识产权意识;开放科技投入体系,整合科技资源;加强制度建设,鼓励创新主体间的合作创新;建立一套以民间资本为主的风险投资机制,建立和完善多渠道的退出机制;加快知识产权代理从业人员的培养,规范代理机构的行为等方面入手,增加河南省的知识产权资源供应,提高创新主体运用知识产权资源创造价值的能力,为创新型河南的建设提供持续的创新动力。

Intellectual property has become a very important economic resources. According to the status quo and bottleneck factors of developing intellectual property-based economy in Henan province, we should start with the following aspects-strengthening the consciousness of intellectual property, opening the system of sci- tech input and integrating the sci-tech resources, enhancing systems construction and encouraging cooperative innovations among the innovation subjects, establishing a set of venture capital mechanism mainly based private capital, establishing and perfecting the multi-channel exit mechanism, speeding up the cultivation of the talent of intellectual property and regulating the behaviors of intellectual property agency. Only in this way, we can increase the supply of intellectual property resources, enhance the abilities of the innovation subjects＇ creating value by using intellectual property resources and provide the sustaining drive of innovation for the construction of innovative Henan province.
