摘要
There were the society-states before the modern nation-states system which defines the sovereignty and makes the international anarchy. The Hobbesian situation of international politics is after all an ontological problem more than a problem of finding a better strategy. The only way to go beyond the prisoners’dilemma of international conflicts is to change the ontological setting of political game,that is,to lead a political turn from international politics to world politics. The admirable Kantian peace has no way to deal with the clash of civilizations. It is for us to believe that the Chinese conception of All-under-heaven system is the best source of world politics,which emphasizes the priority of world common goods and cultural compatibility.
