摘要
本文根据公共产品的内核和特征,给出中小企业集群的公共产品的定义和特征,将集群公共产品划分为初始公共产品和衍生公共产品,指出集群公共产品在中小企业集群形成和发展、对提高群内中小企业竞争力等方面发挥着不可替代的作用,提出了促进中小企业集群发展的公共政策体系的建议。
The definition and characteristics of public goods in cluster of small--and--middle Enterprises are deduced from the core concept and features of public goods. Cluster public goods are divided into Initial public goods and derivative public goods, which play no--replaced roles on promoting a cluster to take shape and to develop, and on strengthening competitive advantage of small--and--middle Enterprises in a cluster. Insufficient public goods of a cluster have prevented the Small- and--middle Enterprises' cluster from development for long--term. System of public policy to promoting a cluster to develop is proposed. Multiple suppliers and ways should be determined according to different categories of public goods.
