Orderly Public Involvement in China:Meaning,Divergences and Common Understanding

公民参与已经成为当今国家政治治理和政治发展的必然要求,促进有序的公民参与更是中国政治与社会现代化进程中的重大课题。但在现实中,人们对有序公民参与内涵的解释存在着差异甚至分歧,这些分歧与人们的利益、体验、立场和价值观密切相关。差异和分歧的出现是正常的,关键是要针对差异和分歧建立有效的对话、冲突化解与分歧协商机制,增加公民参与的机会,促进公民参与过程中的官民互动、相互理解和共同体验与学习,加强政府及行政官员与公民角色的彼此认同。这对于构建多元参与主体的有序参与共识,发展官民间的良性互动极为重要。

Public development. In involvement is one of the important symbols of China, facilitating orderly public involvement contemporary political governance and is a significant issue in the process of political and social modernization. Firstly, the paper demonstrates different meanings of orderly public involvement when Chinese people use this conception under some circumstances and express the divergences among these meanings during their employment; secondly, the paper tries to explain reasons why there are divergences and conflicts of these constructed meanings, especially between the two major participant groups in the public involvement--officials of government and citizen, and further to show some misunderstandings of the two major participants＇ groups which bring about mistrust between each other; thirdly, the paper points out that constituting common understanding on values and effective mutual relationships in public involvement is the basic requirement for development of orderly public involvement in China, participate public affairs will be and to provide more opportunities and the best way to facilitate formation of access channels for citizen to collaborative relationship between government and civil society.
