摘要
本文对当前中国公共部门绩效评估存在的理念堕距现象进行了分析,将和谐社会的目标与中国公共部门的使命及特点相结合,探讨了基于构建和谐社会的公共部门绩效评估理念模型。文章从公共部门、市场与社会公众三者的功能平衡入手,将社会整体视为一个系统,通过不同方向的信息流将公共部门的决策中心、评价中心、监督中心及信息反馈中心加以有效衔接,构建了一个具有系统性、整体性的基于和谐社会的公共部门绩效评估理念模型。
By combining missions and features of public sectors' and the goal of harmonious society, this paper explores the concept of public sectors performance measurement based on a harmonious society. The paper starts from the balance of public sector, market and social public, regards the society as a system to effectively integrate the decision center, assessment center, super- vision center and information center by modem scientific performance measurement methods and ilfformation flows. Finally, it constructs a systematic and integral model of public sectors' performance measurement which based on decision center, assessment center, supervising center and information center that were integrated by modem scientific performance measurement methods and information flows.
