On the Evolution of Public Governance Spirit

治理理论的运用层次和范围不同,其含义和内涵也会有差异。本文主要关注政府层次的治理,并在此基础上探讨公共治理精神。本文从传统公共行政时期、新公共行政和新公共管理时期、新公共服务时期与公共治理时期这四个阶段来讨论公共治理精神的萌芽、开拓、理论发展与完善的过程,并在此基础上探讨公共治理精神的地位及其深远意义。

Different application levels and scopes of governance theories will cause different meaning and connotation of governance. This paper mainly concerns about the level of public governance and public governance spirit. According to the four stages on the traditional public administration, the new public administration and the new public management era, the new public service period as well as its public governance, the author not only discussed the process of the seeds and deploitation, the theoretical development and improvement of public governance spirit, but also studied its status and far - reaching significance.
