行政软权力:行政权重塑的另一个侧面

Administrative Soft Power:the Other Side of Administrative Power Reconstruction

伴随着社会转型期的到来和公共行政的不断发展,行政职能多元化所导致的行政权扩张问题已经成为学界必须面对的现实问题。而传统行政权运行方式及其控权模式,却无法消解行政公权力与公民私权利之间的紧张关系。本文旨在介绍国际关系领域软权力的概念和作用原理的基础上,从重塑行政权的视角分析传统行政权运用方式及其控制模式的缺陷,研究行政软权力的运用方式及其运行领域,探讨行政软权力引入行政权的可行性和必要性。

With the arrival of social transformation period and the constant development of public administration, administrative power expending resulting from pluralized administrative functions has become a problem which the academic circles have to be faced up with. But the traditional modes for exercising and controlling administrative power cannot eliminate the tensions be- tween administrative power and civil rights. This paper, based on the soft power concept in the field of international relations and working principle, aims to analyze, from the inner perspective of reshaping administrative power, the drawbacks with the traditional modes of exercising and controlling administrative power, study ways to exercise administrative soft power and are- as in which the soft power is exercised and probe into the feasibility and necessity to introduce administrative soft power into administrative power.
