摘要
阿罗指出变革必有成本,组织在最需要变迁时常常反过来强化其现有结构。包括上海市教育评估院在内的众多中介组织目前的状况便是如此,用行政内部委托方式所建的组织仍然是政府的隶属机构,并没有独立法人的地位;而评估对象即学校或某种制度设施也没有区别于以往被动接受行政检查的新的评估需求;这种异化透露了计划体制下科层制机关扩张的特征,甚至带有评估交易的机会主义危险。随着"国家/社会"二元意识的唤起,自治组织正在慢慢成长,这些年来教育评估业务正是依赖了大学及其教授的专业力量,由此,人们看到一种既尊重传统行政习惯又尊重专业能力的方式,在既有组织框架下,专业细分,推行评价项目委托合同制专业联盟的新模型。
Kenneth Arrow pointed out that cost exists in any reforms. When the organization needs to be reformed, it is often strengthened by the verse. This is the case in the reforms of the organizations like Shanghai institute of education evaluation. By and large, the government entrusts part of its functions to mediums (i. e. , third parties). However, the mediums are not independent as a legal person but still attached to the government. Schools and other institutions being evaluated are still playing a passive role in the evaluation. It shows that the hierarchical nature of the planning system still functions. What' s more this kind of evaluation has the danger of the interest exchange by evaluation. With the appearance of dual - concept of government vs. market, self - governing organizations have been increasingly emerging and the juridical person system has been improved. These years the education evaluations have relied upon profession bodies like universities which consist of professional persons. As a result, institute of education evaluation presents the traditional nature of being an administrative organization as well as the innovative nature of being a professional body. Under the present system, the profession and the subject have been divided into more areas, and the new model of evaluation contracts based on the divided profession has been carfled out
