摘要在金融危机席卷全球的2008年,如何应对经济下滑无疑是各国关注的焦点,但在进入第三季度后,索马里——这个总和战乱与饥荒等字眼联系在一起的非洲国家,又因为日益猖獗的海盗问题令国际社会再次投来了关注的目光。
