摘要
本文以绿色财政政策为主题,通过分析西部地区生态环境的现状与恶化的原因,强调绿色财政政策在西部大开发中的作用,提出了西部地区生态环境建设的针对性绿色财政措施,主要包括:建立生态经济核算制度和生态效益补偿制度;加强法制建设;调整产业结构;加大财政投入力度;发挥税收杠杆作用;运用财政补贴等。
Green financial policy was highlighted through analyzing the current status of and the causes to the worsening ecological environment in the western region. Measures reflecting green financial policy were suggested, such as establishment of ecological--economic accounting system and ecological benefit compensation mechanism; strengthening legal system construction; restructuring industries; increasing financial input; use of taxation as a level function; use of financial subsidies, and so on.
