从参政权的视角看社会弱势群体的利益表达

参政权是国际人权公约和各国宪法所确认和保障的公民基本人权,是实现经济权利和其他社会权利的重要手段。社会弱势群体享有参与国家和社会经济事务的广泛民主权利,但在实践中弱势群体的参政权没有得到有效行使,制约了弱势群体的利益表达。社会经济地位的低下是制约弱势群体参政权行使的主要因素,自身素质是制约参政权行使的重要因素,利益代表组织的缺位是制约参政权行使的关键因素。为保障弱势群体有效行使参政权,现阶段要发展经济,提高社会弱势群体的社会经济地位;加强教育,提高其自身素质;完善人民代表大会制,疏通利益表达渠道;此外,还要培育弱势群体利益代表组织,提高社会弱势群体组织化程度。

The underprivileged groups of society have the broad democratic rights to participate in the state and socioeconomic affairs, but in practice the underprivileged groups have not effectively exercised the right of political participation, and have been restricted the representation of their interests. In order to protect the underprivileged groups to effectively exercise the right of political participation, clear the channels for the representation of interests, now we should improve the socio-economic status of the social underprivileged groups and their own quality and set up organizations on behalf of the interests of the underprivileged groups.
