The construction of environment friendly society in the new era is an inevitable requirement for social development. Plant quarantine can effectively prevent the invasion and spread of dangerous diseases, pests and weeds caused by human factors, plays a positive role in protecting the agricultural production, ecological environment and biodiversity, and has important significance on the construction of environmental friendly society.
