治理理论视角下的我国保安业发展分析

Analysis on Development of Safeguard Service in China from Management Theory

经过二十多年的发展,我国保安业已经成长为预防犯罪、预防损失、维护社会公共安全的重要保障力量。而上世纪末兴起于西方的治理理论,打破了社会科学中长期存在的两分法传统思维方式,即市场与计划、公共部门与私人部门,它把有效的管理看作是两者的合作过程;它强调管理就是合作;它认为政府不是合法权力的惟一源泉,其他组织和公民个人也同样是合法权力的来源,等等。在社会转型时期,这些理论无疑对我国保安业的发展提供合理的解释和指导。

With the development of 20 years, safeguard service in our country has already become important protection power for preventing crime, preventing loss and keeping social public security. Management theory, arose from the west at the end of last century, broke the traditional thinking way lying in social science for long time - dichotomy, that is market and plan, public departments and private ones. It considers effective management as the cooperation of the two. It emphasizes management as cooperation. It thinks government is not the only source of legitimate power and other organization and citizens are also the sources of legitimate power, etc. In the transition, these theories necessarily provide rational explanation and guidance for our safeguard services.
