后税费时代农村NGO的发展

The Development of Rural NGO in Post-tax Era

随着2006年农业税的全面取消,中国农村步入了后税费时代。在农民负担减轻的同时,乡镇政府的财政负担也随之加重,进而影响到中国基层政治组织公共管理活动的正常运行。基于后税费时代基层政治组织面临的财政困境而导致的公共管理缺失,政府应加大力度发展农村NGO,弥补政府阶段性公共管理功能缺陷,以稳定农村社会政治局面,促进社会主义新农村的建设。

With the total cancellation of agricultural tax since 2006, Chinese countryside stepped into pest-tax era. The relief of farmers＇ burden but the increase of financial burden of local government influenced the normal operation of public management of Chinese basic political organization. To solve the shortage of public management due to financial trouble of basic political organization based on post-tax era, the government should develop rural NGO greatly, make up its phased defects of public management function, and promote the construction of socialist new countryside with stable rural social and political situation.
