摘要
改革开放30年来,四川省基础教育教师队伍建设走过了恢复、发展和全面进步的历程。教师队伍数量、结构、素质、地位有了明显改善,但也存在一些问题:教师队伍数量总体不足,结构不尽合理、培训体系不健全,城乡教育资源配置不均衡。为此,必须建立健全教师培训机制和终身发展的培养模式,形成联合培养教师的多元化格局,创建学习型学校,优化教师资源配置和中小学校长队伍建设,同时要加强师德建设,制定教师专业标准,进行人事制度改革,积极探索适应现代化建设和素质教育发展的教师队伍建设及管理的新模式、新机制。
After 30 years of reform and opening up, the teachers' staff construction of Sichuan basic education has undergone the stages of recovering, developing and overall progress. The quantity, structure, quality and status of teachers' staff have significantly improved, but some problems still exist. Generally, the quantity is deficient, the structure unreasonable, the teacher training system incomplete, and education resources allocation between urban and rural in disproportion. Therefore, we must establish and perfect mechanisms of teachers' training and modes of teachers' lifelong development, form combined multi-structure of teachers training, set up learning schools, optimize teachers' resource disposition and enhance team construction of schoolmasters. Meanwhile, we should strengthen teachers' moral construction, set teachers' professional standards and reform personnel system so as to explore new models and new mechanisms of the construction and management of teachers' staff, which are adaptable to modernization and development of quality education.
