加快山区综合开发 促进农村经济发展

SPEDEING UP MOUNTAINOUS AREAS COMPREHENSIVE EXPLOITATION TO IMPROVE RURAL ECONOMY DEVELOPMENT

我国水土流失面积达367万 km^2,每年流失的土壤量约50亿 t,因水土流失而报废的水库、山塘库容累计达200亿 m^3;荒漠化面积每年以2460km^2速度扩张。从解决农业、农村、农民问题,搞好水土保持,防治荒漠化,改善生态环境等方面论述了山区承担的重要使命,总结了两年来山区综合开发示范工作的成功实践,对下一步推进山区综合开发工作的重点进行了思考,提出了需要注意把握的几个问题。

The area of water and soil washed away reached 3.67 million square kilometers in China.Soil volume washed away was 5 billion tons;add up volume of scraped reservoirs reached 20 billion cubic meters;desertilization area is expending by the rate of 2460 kilometers per year.The author suggested that mountainous area be entrusted the important work in the following three as- pects:solving agriculture,rural and farmer problems,preserve water and soil,the prevention and control desertification and improve ecological environment.It has summarized the successful practice of mountaionns areas comprehensive exploitation demonstration work in the past two years,and put some questions which should be solved in the comprehensive development of mountainous areas.
