山区综合开发中山林流转机制调查与探讨

SURVEY AND DISCUSSION ON MECHANISM OF FOREST TRANSFER IN THE PRACTICE OF MOUNTAINOUS AREA INTEGRATED DEVELOPMENT

在调查全国山区综合开发示范镇——浙江省淳安县大市镇山林流转机制的基础上,阐述了各种山林流转机制在大市镇山区综合开发项目上的实施状况、适应性、利弊关系,开展了农户评价;对经营规模、经营期限的合理性,流转形式的抉择及流转后的管理等问题提出了探讨性的建议。

On the basis of the survey on mechanism of forest transfer at the model township of na- tional mountainous area integrated development——Dashi Township,Chunan County,Zhejiang Province,the implementation,adaptabihty,merit and shortcoming.A variety of mechanisms of for- est transfer have been presented in this paper.Household evaluation has been carried out also. Some proposals are put forward on management scale,tenure pattern of forest transfer and adminis- tration after the transfer.The proposals are to further perfect the responsibility system in mechanism of forest transfer;to set up evaluation system,to fix on suitable management scale and tenure to maintain the legal status of contract;to establish organization for transfer;to strengthen the adminis- tration after transfer.
