稳步推进基层国土资源所的改革与建设

Construction and Reform of Land and Resource Management Office at the Grass-roots Level

基层国土资源所是各地为加强乡镇土地管理而逐步设立的;在国土资源管理的日常工作中发挥了基础性的作用,但也存在体制机制方面的问题。如:经费无保证、监管职能难以到位,管理成本大、控制作用不明显、队伍庞大、人员素质不高等。加强基层国土资源所建设,应从以下方面入手:(1)理顺隶属关系,全面实行基层国土资源所由县(市)国土资源管理部门派出的管理体制;(2)将基层国土资源所的经费纳入财政预算,切实保证经费来源;(3)确定基层国土资源所的职责和行为规范;(4)改革管理方式,提高工作效率,降低管理成本;(5)加强基础业务建设和人员培训。

Land and resource management offices at the grass-roots level are set up for strengthening land management at the villages and towns.They play the basic role in the land management.But there are some problems as well in land and resource management offices at the grass-roots level.For example,they are short of funds,supervision function is difficult to realize fully,management costs are high,personnel quantity is excessive and their quality is not good etc.The paper puts forward next proposals for improving land and resource management at the grass-roots level:1.straighten out administration relationship and implement vertical management system;2.bring the funds of land and resource management offices at the grass-roots level into finance budget and guaranty their source of funds;3.clearly define duties of land and resource management offices at the grass-roots level;4.reform management way,increase its efficiency and reduce management costs;5.strengthen basic construction and personnel training.
