基于层次分析法的公共政策效果评估——以阜新市经济转型试点政策为例

Public Policy Effect Assessment Based on AHP——An Example of Economic Restructuring Pilot Policies in Fuxin City

在现代社会经济条件下,作为社会资源重要分配途径的公共政策的影响力在逐渐增强,与此相联系,公共政策效果评估的重要性也日益突出。辽宁省阜新市自2001年12月被批准为资源枯竭型城市经济转型试点城市以来,在国家政策的扶持下积极开展资源枯竭型城市经济转型试点工作。以阜新市作为研究对象,通过AHP层次分析法,构建扶持政策评估体系,并搜集数据对阜新市的扶持政策做出测评。根据所得结果进行分析,提出进一步完善扶持政策的策略和措施。

In modern society, as a very important distribution channel of social resources, the influence of public policy is increasing, and consequently the importance of public policy effect assessment becomes more and more prominent. Since December of 2001 ,with the help of national policy,experimental jobs on economic transition have been carried out in Fuxin City of Liaoning Province for it is regarded as a resource -exhausted city. The paper takes Fuxin City as the research subject, and the author tries to construct a supporting policy assessment system by using analytic hierarchy process （AHP）. Data are collected to test the supporting policy of Fuxin. Strategies and measures on further perfecting the supporting policy of the city is proposed according to data analysis.
