韩国建设创新型国家的特色及对我国的启示

Feature of Constructing Innovative Country of Korea and Enlightenment to Our Country

对韩国建设创新型国家,特别是金融危机后出现的新特色进行了研究。认为韩国创新型国家的建设模式由政府推动型转变为市场主导的类型;国家支持的创新重心逐渐由大企业集团向中小企业过渡;政府仍发挥重要作用,但其方式主要通过完善科技法令、配套科技政策、制定科技规划和建立权威的科技行政体系来实现。在此基础上,提出了对我国建设创新型国家的启示。

The article studied the new feature of Korean innovational country after financial crisis from the innovational country point of view. The conclusions are as follows： the model of Korea innovational country has changed, the innovation leaded by government has turned into the innovation supported by government and promoted by market mechanism; the center of innovation supported by country has become the middle and small enterprise; the government still plays the important role, but the mode that play the role are to perfect S＆T decree, match S＆T policy, establish S＆T layout and built up authoritative S＆T administration system. At last, we put forward the enlightenment to our country.
