医疗卫生改革的价值取向与战略选择

The Value Orientation and Strategical Choice of Health Reform

结合现阶段中国基本国情和医疗卫生改革的发展状况,提出我国医疗卫生改革政策的实质是政策主体如何在社会主义市场经济的宏观政治经济环境下有效弥补市场缺陷的制度安排的决策过程。就政策的价值取向而言,应尽可能实现保持社会均衡状态的目标,也就是说政策主体应努力协调公平与效率的经济均衡和不同主体之间的利益均衡。

According to the current development and the process of health care reform in China, the essence ol policy on health care reform should be focused on the decision - making to make up the deficiency of market under the macro social, political, economic context. As to the value orienlation of policies, social equilibrium should be given first priority. The policy bodies should try their best to harmonize the balance of equity and efficiency and the balance among different interests of other stakeholders.
