摘要
我国国有资产的风险管理关乎国民经济的健康发展和财政收支的稳定。作为一种风险管理手段,自保在世界各国被广泛运用于工人伤害赔偿、健康与医疗保障以及财产损失保障领域。为防范巨灾风险对自保基金的冲击,选择自留一定责任限额的商业保险成为大多数自保基金的主要策略。国有资产的风险管理是国有资产管理的重要内容,除了防范那些体制性的、市场的以及人为风险的同时,对自然灾害以及意外事故造成的损失的防范也尤为重要。
The risk management of China＇s state-owned assets related to the healthy development of the national economy and the stability of financial balance of payments. As a means of risk management, self-insurance have been widely used in the world for workers compensation for injury, health and medical protection, as well as the protection of the area of property losses. In order to guard against the impact of catastrophic risk, selecting certain commercial insurance with liability limited becomes a main strategy of the self-insurance funds. Risk management of stateowned assets is an important aspect, in addition to guarding against those institutional risks, market risks, as well as man-made risks, the prevention of natural disasters and accidents caused by the loss is also particularly important.
