随着全球资源问题的凸显,新疆作为我国重要的能源战略基地的作用越来越明显。但新疆在将其优势资源进行转换的过程中存在着诸多的问题,造成资源利用效率低下及环境恶化的结果。因此,新疆在资源转换的过程中应建立生态补偿与开放优先的制度,并采取相应的措施,确保新疆资源的合理、有效转换。

With the resources issues becoming dramatic in the world, Xinjiang apparently plays a significant role in China＇s important strategic energy base development. However, a lot of problems exist in the transformation of its advantageous resources, which resuits in low utilization ratio of resources and environmental degradation. Therefore, the policy of ecological compensation must be established, and appropriate measures should be taken to ensure that the resources of Xinjiang can be converted sensibly and effectively.
