港口—腹地经济一体化模式构建研究——以连云港港口—淮海经济区为例

Constructing a Harbor-Hinterland Integrated Economic Mode:A Case Study of Lianyungang-Huaihai Economic Zone

港口—腹地经济一体化模式的构建是一项涉及区域范围广、任务多、关系复杂的系统工程,需要处理好各个方面的关系。连云港港口—淮海经济区经济一体化进程中的特殊性,决定了经济一体化发展的模式与其他港口—腹地经济一体化发展的模式不同。借鉴国内外港口—腹地经济一体化运作模式,分析了连云港港口-淮海经济区经济一体化模式构建的动力机制及遵循原则,进而提出了基于市域的港城经济一体化模式、基于产业带的港带经济一体化模式、基于都市圈的港圈经济一体化模式及基于经济区的港域经济一体化模式。

The construction of a harbor-hinterland integrated economic mode is a systematic project involving a variety of regions, tasks and complex relations. The particularity of the integrating process of Lianyungang-Huaihai Economic Zone （LHEZ） distincts itself from other modes. Based on pertinent modes at home and abroad and an analysis to the dynamic mechanism and guiding principles, this paper puts forward the integrated economic mode for LHEZ, where the city-harbor integration is based on the city proper, the harbor-belt integration on the industrial belt, the harbor-city cycle integration on the city cycle, and the harbor-zone integration on the economic zone.
