With the development of social economy, it is found that the role that a government plays in society often changes in accordance with the subtle relationship among the market, society and the government itself. Most probably no government is the best but the one that suits its own national situation and the demand of development of the age. As the miniatures of the central government, local governments play a vital part in social development. In terms of function, their function should be changed from a governing subject into a service-oriented one, which is a new mode of administration in the new era.
