从绿色政府提出的背景及其内涵入手,构造了绿色政府治理的宏观框架:以绿色崛起为目标,以科学发展为中心,以绿色政府为主体和发动机,以发展绿色经济作为硬道理,以绿色技术作为支撑,以绿色社会与文化作为社会基础。绿色崛起需要全面而又深刻的社会变革,尤其需要把建设绿色政府、加强绿色政府的宏观治理作为重点,以政府绿色绩效考核体系作为突破口,分步实施,逐级推进。

Based on the background and meaning of green government, this thesis constructs macroscopical administration framework of green government ： as green rising its goal, as scientific development its core, as green government its subject and engine, and developing green economy is its top priority, green technology as underprop, social foundation of green society and green culture. Green rising demands overall and profound social changes, especially emphasizes the construction and macroscopical administration of green government as focus point and green performance system as breakthrough, so as to implement and propel step by step.
