西部地区代建制实施的制约因素及对策研究

Restraints on the Extension of Building-Agent System for the Government Investment Project in Western China

代建制是我国在非经营性的政府投资项目建设中采取的新型投资管理制度,对克服政府投资项目中存在的种种弊端和提高政府投资项目的管理效率具有重要意义。西部地区是我国近年来政府投资的重点地区,各地程度不同地试行了代建制投资项目管理方式。然而,责任和权利不够明确、代建制的监督管理不到位、利益分配不规范、代建单位的项目管理水平不高等制约了代建制的健康发展。为此提出相应的解决对策。

Building- agent system is a new management style for the government non- profit investment projects, and its implementation will be very important to the disadvantages in and will help to improve the management efficiency.
