秩序与民生:关于南宁市城管执法以人为本理念的考察

Order and People's Livelihood:Research on People-Oriented Concept for Law Enforcement of Urban Management in Nanning

由于城管执法主体不文明执法,城管执法的法律地位的不明确以及政府城管理念滞后等诸多原因,目前我国各级政府城管执法,都或多或少地陷入了在执法力量和强度不断加强的情况下仍然执法"失灵"的困境。鉴于此,通过以南宁市城管执法为切入点,结合十七大报告"建设和谐社会"的精神,具体考察了南宁市城管执法加强以人为本理念的现实背景和路径选择,以期更好地达到南宁城管执法工作的法治化和人性化,实现和谐发展。

Due to the uncivil method of enforcement, the uncertainty of legal status, the lagging concept and etc, the law enforcement of urban management has been more or less in dilemma though government at all levels have increased the power and strength of the law enforcement. In the light of the situation, taking the law enforcement of urban management in Nanning as point of penetration, combining the spirit of ＂constructing harmonious society＂ reported in the 17th National Congress, the author in this paper investigated the background and routing of the people - oriented concept to achieve the rule of law and humanization in the work of law enforcement of urban management.
