以贵州铜仁地区为代表的西部农村劳动力存在数量大、转移慢、富余严重等现状，需要积极转移。在推进西部农村劳动力的转移的过程中，可以采取以县为主体，加强职成教育信息化建设，推进农村劳动力培训等措施。
