为保证水产养殖业持续健康发展，作者提出如何抓好水域资源利用，发展高效优质水产品种，加强病害防治，依靠科技发展水产养殖，加强立法。
In order to make a sustainable development of fishery, the author pointed out that the following steps should be taken:make rational use of water resource, select high efficient and good quality varieties, strengthen the disease control, promote the science and technology, strengthen legislation and organize fishery production with the principle of socialist market economy.
