摘要
本文考察了事业单位改革的历史,分析了事业单位改革存在的问题,提出事业单位改革的方向是构建中国特色现代事业制度;改革的目标模式是独立的事业单位监管机构+事业法人治理,而事业单位分类改革的重要意义在于整合事业单位资源,实现基本公共服务均等化;改革过程中必须加强事业单位外部监管和内部治理,加强事业单位法律制度建设,为事业单位改革和监管提供制度性保障。
This paper reviews the history of pubic service unit management and reform, analyzes issue and problems in the reform process, and argues that building a modern public service unit system with Chinese characteristics will be the only right way of the reform. Its targeted model should be independent supervisory organ - a watch dog, plus governance structure of public service unit. The classification of public service units is meaningless unless it targets restructuring of those public service units with similar functions, with the aim to equalizing basic public service delivery. At the same time, outside close watch and internal governance, as well as legal system should be formed.
