改革开放以来人大预算监督工作的变迁和思考

Transition and Thoughts of NPC's Oversight on Government Budget Since the Reform and Openning-up

改革开放以来我国人大预算监督工作逐步规范化、法制化和民主化,这得益于宏观环境的优化。然而,随着市场经济的深化和民主意识的强化以及政府预算管理改革的推进,人大"橡皮图章"式的预算监督已经不能履行其对公众的受托责任。因此,加强人大监督政府预算的能力是未来人大预算监督工作的首要任务和必然趋势,笔者认为可以考虑从充实监督组织、改变代表选举方式、精简代表人数、硬化监督手段和加强预算审批等方面着手。

Since the reform and openning-up NPCg oversight on government budget is becoming more normal, legal and democratic. The macro situation contributes greatly to this. However, with the deepening of marketing economy and the strenthening of democratic consciousness the rubber-stamp oversight can not fullfill its accountibility to the public. Thus to strenthen its oversight ability on government budget should be the first task and essential tend- ency of NPC. The author suggests the ways of consolidating special organization, changing voting method, reducing representitives, reinforing oversight method and budget approval.
