宏观视角下的高校收费政策研究

Study on the Fee-Charging Policies of Institutions of Higher Learning from the Macroscopical Angle

本文从高校目前的现状出发,全面分析了高校存在的"收费难"、"乱收费"等现象,通过深入剖析高校收费过程中存在的矛盾以及形成这一矛盾的各种深层次原因,分析了高校、政府、学生在这一矛盾运动中的关系及相互影响,从宏观的视角来探讨如何化解这一矛盾,使三者之间和谐发展的政策、制度安排。

Staring from the present situation in the institutions of higher learning of China, this paper offers a comprehensive analysis of the problems existing in these institutions of ＂arbitrary charges＂, ＂difficulty in charging＂, and so on. And, through dissecting their existing contradiction and the deep causes for its coming into being, it analyzes the relationship among these institutions, the government and the students and the impact of one upon another so as to be able to dissolve the contradiction from a macroscopical angle, and to draw out policies and make institutional arrangements for the harmonious development among the three parts.
