公众参与水循环经济对水价形成机制的影响——以广州市居民生活用水价格为例

Impact on water price formation mechanism of public participation in water circular economy—Take domestic water for residents in Guangzhou City as an example

以广州市居民生活用水价格为例,分析了公众参与水循环经济对水价形成机制的影响。分析表明,由于公众参与不充分,决策者和参与者没有各尽其职,因而提高水资源价格显得困难重重。为建立和谐的水循环经济体系,规范水资源价格体系,建议政府应该从水价听证会及公众教育2个方面增强公众参与的积极性。

The price of domestic water for residents in Guangzhou City was taken as an example.The impact of public participation in water circular economy on the water price formation mechanism was analyzed.The analysis results show that because public participation is inadequate and decision makers and participators both do not do their duties,therefore,the price increase of water resources faces difficulties.In order to establish a harmonic water circular socioeconomic system and to specify the price system of water resources,it was suggested that government should promote the activity of public participation from 2 aspects:testimonial sessions for water price and public education.
